My guess is they purposely picked an area that is densely populated
where outdoor antennas are somewhat precluded due to space limitations
and/or restrictive covenants thus reducing the chance of ham activity on
HF.
I posted a message on QRZ to query hams in Cincinnati and so far I have
seen no responses.
