 The max leakage for ITE is 3.5 ma; to get 60 amps there would have to be
over 17 thousand of 'em. He had a crossed neutral/green, all right.   And
of course green wire is just a way to make sure breakers open on shorts to
chassis. It isn't  "ground" for us.
