Keep in mind that channel 2 is 54-60 MHz, and the TV's IF frequency is 40-46 MHz. Not an easy "neighborhood" to be in. Instead of lugging the Panasonic up, you might try bringing the Sylvania downstairs and see if it happens down there too; that might tell you how much the set is at fault and how much is location-specific.
