[RFI] FCC posting via ARRL

The plus side of all this is that ARRL has Mike Gruber, W1MG, who works on these RFI issues full time.  Information on the ARRL's power-line noise process is found at http://www.arrl.org/tis/info/rfi-elec.html.

The downside is that some of these cases have really dragged on, and we are struggling some with the FCC to try to get some solid fine-based enforcement.  We are also trying to find the bottlenecks within FCC that delay some of these letters.

Mike will keep at it until it happens, and then the League will leverage that into more effective material to send the utilities who are involved in power-line noise complaints.

It is a long-term process that needs to be made better, but for now, the forward progress has been important.
