[RFI] RFI Frustration

I recently found noise from a neighbor's 12v lighting supply, installed 
in a ceiling jbox.  The noise vaguely correlated with activity, but as 
it was dim and on a Lutron dimmer (itself blameless) it was on a lot of 
times you might not think it would be.
