I have had great success using a W3NQN AC line filter in these situations.
One for a neighbors TV and two on neighbor computer RFI generation problems.
In these cases the AC line filter stopped the RFI trash from using the AC
power line to radiate the RFI.

I have a dumb question that I should know the answer to. I have received a 
lot of help from the group on the S9 noise I am getting every 15Khz on 17M 
from my neighbors TV. I am hoping to work with the maintenance guy over 
there next week to get it taken care of.

My question is that today it is raining, and when they turn the TV on, the 
noise is still there but it is running S2 instead of the S9 when it is dry. 
Any idea of why that is? Hoping to get a good starting point on what to do.
