Yes, but keep in mind that this paper is 10 years old.

I have noticed locally that the selection of incandescent bulbs at the 
big-box stores here (Wisconsin) is much less than it was only a year ago.  I 
suspect it has to do with shelf space and the profit margin being higher on 
the CFL products being higher.  I have also noticed that the lifespan and 
quality of the incandescent bulbs has decreased dramatically.  I better 
stock-up now....
