Yes, those are exactly the right questions to ask. It is VERY unlikely 
that you need a filter. Depending on how RFI is getting into the 
system, you probably DO need one or more good common mode chokes. Most 
RFI nowadays is caused by wires hooked up to the TV or the stereo rig 
acting as receiving antennas.
