[RFI] noise on hf

Yesterday for the first time I had an S9+10 noise on all bands 14-28 Mhz.
The FT-1000MP noise blanker had no effect.
I went outside and I heard a loud motor somewhere nearby.
I found that it was from a neighbor one block away and across the road.
It was probably some power tool.
I decided not to talk with the neighbor because I do not know them.
Can a power tool cause such interference?
If it continues what can I do?
