[RFI] re CFL bulbs in cold weather

Here in Saskatchewan I have been running several CFL bulbs outside and  
they hit full illumination and last a long time. Temps are often -20  
to -40 F. CFL bulbs are also used in all fixtures in our home. No  
weird burn-outs and no RFI.
