Does the rise in noise level start to increase as the lights go off?  Around here they turn off slowly, perhaps done by  a local pole-mounted  UV or other light-sensitive switch.  If so, perhaps there is a faulty switch not to far from you which is radiating, not shielded,  or shield not grounded properly?
