That's correct.  On cheap heaters you can actually see the arc.  The better heaters had a capacitor across the contacts and I never had a problem with those.  (Superior brand).  I think I might still have one left.  I maintained a number of fish tanks at one time, but it just got to be too much to take care not to mention all the room it required. It is a very interesting hobby though.
