Depends on if the arcing is occurring inside or outside of the arrestor. 
Generally, since the material that breaks down during a strike is within an 
arrestor, the arcing is more likely to occur there, however, dust and other 
contaminants can build up on the outside causing arcing at lower voltages 
resulting in a noisy situation similar to a bad insulator or other loose or 
damaged hardware or components.
