[RFI] Second Report and Order BPL

[Cortland Richmond]

A quickread through reveals what looks very much like a merely pro-forma 
FCC response to the Court of Appeals Order requiring it reconsider some 
of the aspects of its earlier Rulemaking.   The Sheriff's kids still 
have a late night garage band -- and he's still deaf.
