> "Notwithstanding any or all of the exemptions listed above, the appliance
manufacturer is obliged to assure that his devices do not cause
interference to radio or TV. FCC Part 15.103 states:
The operator of the exempted device shall be required to stop operating
the device upon a finding by the Commission or its representative that
the device is causing harmful interference."

In this instance, the manufacturer is not obliged, unless we want to call it 
a "social contract."  This section of the rule is clear such that the onus 
to terminate operation (upon Commission finding) of an exempt appliance is 
on the *operator* and not the manufacturer.  Take note that the rule states, 
"operator," and not "owner."  Consider that in a landlord-tenant 
interference case.
