Gary,
Generally the closer to the arcing source the higher in Frequency
you will be able to hear it. From your descriptions I believe your
 noise source may well be over a mile away. The lower frequencies 
will propagate a long way on the power lines as antennas.
   As you search around you should continue to check higher
 frequencies for an indication you may be closer to the source.
   I start on 160m or am bcb and work my way up to 225 MHz
 or higher.
