They're doing this because people are clamoring for lower taxes. You still gotta pay in the end.

Some cities really love HOAs though, because it allows them to assess
full property tax on the homes, without having to provide the services
that the city would provide to a normal neighborhood (the HOA pays for
road maintenance, trash removal, etc).

It has gotten to the point where some cities only allow new developments
if they are HOAs, which greatly reduces the choice of home in those
cities.

Glad I don't live there, but I can see how people end up in HOAs...
