[RFI] ARRL to FCC...

Oregon is looking at this, or something like this as part of it's
legalization efforts, that is why I believe the time is right for
getting rules inserted that deal with RFI as well...  It looks like they
are actually taking things seriously enough to get something passed at
last.  I hope they do, and I hope it is workable to get Part 15/18 items
inserted in it.
