[RFI] Simple RFI Generator

I have built several of these RFI generators to use for practice and 
thought I would document it.

This small battery powered device that can be built in an hour or so 
produces S9+30dB noise at my QTH and can emulate the noise generation 
mechanisms that occur in devices that cause interference.  I recently 
tried it by inductively coupling to the ground wire of some power poles 
and it generates noise that can be heard for a thousand feet.  
Additionally it shows how a purely differential current still produces 
noise that in my home is only 7dB less than the common mode current due 
to the terrible balance of the house wiring which causes some percentage 
of the differential current to be converted to common mode current.
