The ARRL has a Volunteer Counsel program. I primarily is involved with local
ordinances and RFI matters but since you are working on a pre-emptive strike
concerning RFI, it wouldn't hurt to run it by someone on their local volunteer
list. At the very least, you would be speaking with some who knows the
difference between RFI and RG3!  The following link will help you find a
