And no one ever operates outside of the "band plan"?  If it's an old 
piece of equipment, in the bands, and on an allocated segment, most 
would take it and go without ever looking at the band plan.

Look at operation on 6 and 2 meters.  Most, "sort of" follows the 
current band plan, but the band plans break the bands into so many 
segments, it's a wonder anyone pays attention.

Contests and band openings and the band plans including DX windows go 
"out the window".
