Thanks for checking this. It seems the disposal policy varies by state.

You may want to check at your town or county recycling center. My town will take the metal fixtures but not the bulbs. They recommended bringing them to HD or Lowes.

Checked this morning at my local HD. They said they will dispose of the 40
4' tubes. But I couldn't convince them to take the 20 fixtures.
