[RFI] cops zero in on noisy grow light ballasts

More and more there are Grow lamps in legal situations such as green 
houses, people wanting natural food, to survivalists.

When I lived on the farm, we could have gone a year without ever going 
into town and never be hungry. We had no grow lights, but no fresh, home 
grown vegetables in the winter either, but paraphrasing what Gary said, 
approach these matters with caution. There are more than pot growers who 
might not be pleased with unasked for attention.
