Say I've heard that sound, but I do have a 5 kc 'growl' that moves up and
down the band.  I thought it was me, but I was on a remote, 150 miles away
and danged if I didn't hear it there as well!

Doesn't happen but maybe 3-5 times a month, in the morning.

So, once this 'chirping' is fingered out, it might point me in the right
direction to find my 'noise'.

The chirp is kind of unusual, but I wonder if it's someone on a piece of
exercise equipment?  Kind of slow for a treadmill, but maybe not for a stair
stepper or rowing machine, etc.  When I see/hear 14 khz repeating signals of
that nature (but not so chirpy) it's often related to a variable speed drive
located in a piece of exercise equipment.  The periodic increase in
intensity is usually when the variable speed drive is under a varying load
such as when someone has put his foot back down on the treadmill, etc.
