Looking at Mil-std-461 D (where the RE series was renamed)
For OUR use, probably the best paragraph would be to spec

RE102 Limit for ground applications

Which  calls  for  no  more than 24 dBuV/m from 100Khz to 100Mhz, then
rising (to get to 69 dBuV/m at 18Ghz)
