[RFI] TAC Noise Floor Inquiry

Okay Tom FB.  I hope ARRL gets hams to act in a way similar to other
initiatives.  But it is important to note that this isn't only about
ham radio.  TAC wants input from all users of spectrum.  I'm sure NAB
and SBE will comment.   I need to find that list of questions.
