[RFI] Unknown noise - help?

A friend has recorded some sort of noise burst under the power line that essentially runs 
over his shack.

He has provided me with a .JPG of it, which I have posted here:

Would someone take a look at this and if you can, tell me what you think it is?

If you need more information, I'll ask him the details.
