The cause is the power supply. Replace it with a linear supply if it's 
outboard. Or return it as defective.

Best fix is to complain to Samsung and tell them to fix it under 
warranty.  It's important that we do that if we don't want more of these 
noisy products in the homes of our neighbors, who WON'T turn them off 
when we're on the radio.
