[RFI] Solar Panel RFI in Kings Park, NY - Update

I saw an FCC enforcement agent attach a solar edge optimiser to the back of
a solar panel with nothing else attached and it generated 60db of noise.

No other componets where involved. "Off" means nothing in this context.

Each optimizer must be disconnected from each panel to stop the
interference.

Which of course means each panel has to be removed to get access.
