 Look at the VI product (Watts) of the two outputs - the ~48V output
side is about the same wattage as what the 12V supply provides.

Could be the 48V for the PoE, Power over the Ethernet ports. Needed to 
power up the cameras.

53V - line losses ~ 48V

Be sure to change the default user name and the default password in the NVR.
