Did you put in e.g. a 10 dB pad and verify that the noise drops (only) 10 dB?
Given what you said, I would not expect otherwise, but a good test to
do.

Have you tried to look over much wider bandwidths, like the whole 2m
band, or a bit more, to look for patterns in frequency?

Have you gone near the tower with a spectrum analyzer?

Any other 2m weak signal types nearby that could do a sweep in azimuth
and report to you?
