Yes, and some European countries have decided that it is unbalanced to have immunity requirements and no limit on the field strength of amateur transmitters, so in those countries, amateurs must demonstrate that they don't exceed the immunity levels.

If you really want to dig into the morass of bureaucratically determined by multiple committees, the standards and limits within the RF / RFI world, it's all accessible on the FCC page, CFR 47, which IS the FCC.  Also dig into C-63.4 for test methods.  A good starting point is the following addressing FCC:
