There are Part 15 FM modulators designed to provide an analog audio 
input to an FM radio, usually in a vehicle, as well as higher power 
products that violate Part 15 intended for pirate radio. I've used 
several of the former to pipe music around my 8 acres and between 
buildings, and I bought one of the latter hoping for better performance. 
Instead, I got spurs that trashed the FM band. Never bothered to look 
for trash elsewhere.

Can you look at its spectrum and/or waterfall? Inexpensive SDRs are a 
great way to look at all forms of RFI.
