[RFI] solar farm ordinance

Steve Anderson, W1EMI, is ARRL's RFI engineer.  In his previous life, he was involved in solar-farm siting projects, so I am sure he can help.

I have externally visited 4 different local farms and found them to be surprisingly RF quiet.  That is no guarantee for the future, but it is encouraging.

The Dever airport, DIA, has a large solar farm.  As best I can tell with several trips in and out of the airport, it produces no or minimal RFI.  I don't know who did the install, but it is clean.  You might contact DIA to determine who did the install and what rules they were under.
