I would hate to see the “harmful interference” limitation removed from some
of the current regulations even though it’s open to interpretation.  It
certainly helps me address issues with commercial and non commercial
property owners when I tell them they are causing harmful interference to a
licensed communication system which is not allowed by the FCC.  If there
are firm emission levels then it’s possible I can’t approach folks because
while they might be interfering, their measured emission level might meet
allowable limits.

Bottom line is that we need to be careful about setting any kind of
radiated emission limits if it results in the elimination of the no
“harmful interference” stipulation.
