At this point, we aren't even sure that this is not a simple misunderstanding, so characterizing this as a scam is quite premature.  We will have the rest of the story when we hear back from our contact at Solar Edge.  Until then, speculation can really become harmful if it gets out of hand.  We know of over 500 systems having been replaced in the field and this is the only report we have received about this sort of thing. A misunderstanding looks very likely.

Clearly a scam in the hope you are stupid enough to pay.

Send the invoice back with a copy of the CFR stating RFI must be resolved by the owner/operator, or operation must cease.  Write across it, "I am not the owner".  No more, no less, let them figure it out.

I once received a parking ticket for parking in front of a business, with a "for sale" sign on my car.  The citation was for something along the lines of selling vehicles on a public road, blocking parking for businesses, et cetera.  Through social engineering, I learned the manager at the business I was parked in front of fussed, something about "preventing customers from parking at the business, 'cuz some guy is selling a car".  Yeah, on a public road...

I sent the citation back with a copy of the code, which stated, "For the primary purpose of selling...", with a note, "The primary purpose was engaging in business, the vehicle happens to be for sale".  No response from the city.  I ignored the citation.  Nothing further happened.

A year or so later, I had a new/used sports car.  I went to the business where the previous vehicle was parked, and had them give me an estimate for new alloy wheels, Z-rated tires, alignment, high-end shocks, bushings, exhaust, the works.  A few kilo-bucks worth parts and labor. 
It was all written up, "sign here"...

Thanks.  I'll pass.  "Is there a problem?",  "May I speak to the manager please?"  The manager came out, a few service writers, and at least a half dozen customers were present.  I explained the issue with the citation, the fine of which was all of $10.  I handed the work invoice back to him, and explained that that's what it cost his business today, not counting all business from me for eternity, and everyone else I
tell- forever, then walked out.

Ignorance is not without consequence.

Your other option is to know you aren't responsible for someone else's work they are required to perform at their expense per regulation, ignore it, let it evolve into an annoyance (remember, YOU are the victim), then you have numerous legal options.  I'd start with adding three zeroes to their invoice, and sending it back to them as yours, for dealing with them.
