That is a symptom of failure to implement proper bonding and grounding. 
See N0AX's ARRL Book on the topic, and/or the slides for my tutorial 
talk. Don't let "audio" in the link fool you -- 99% of it is about 
grounding and bonding for lightning protection, and for the prevention 
of RF in the shack.
