Hi Kim,

Local building inspectors will be concerned
only with life safety issues, primarily associated
with the electrical portion of a photovoltaic
array system.  Most municipalities adopt
NFPA 70, the National Electrical Code, by
reference into local building codes.  Local
inspectors should be familiar with Article 690,
which covers the majority of residential
solar photovoltaic installations.  Other articles
deal with larger installations.

Article 690 does not address issues of
radiated emissions by any portion of the
PV system.  Conducted emissions into
the AC side of the inverter are governed
by FCC regulations.  No building inspector
will verify compliance with FCC regulations.

As others in this thread have commented,
ham purchasers/lessees of solar photovoltaic
systems should do their due diligence by
visiting other local installations of the same
equipment (not just same type, but the very
same equipment brands and models) to
test for RFI in bands of interest.  If it's a
neighbor's installation, try to facilitate the
same type of visit to another installation
before the neighbor signs the purchase/
leasing contract.

Been following this solar thread of the past few days, I will note a few things.  We may think some things are obvious, but I have my doubts.

Solar installs.

What installation instructions do they have?  What specs for doing the actual installation?  Not to knock the League or anyone else, but it comes across as though the installers do not have the instructions, specs, and/or drawings to go by.  If they do, they are woefully ignoring them, maybe for the money.  It can take money to do it right.

So, where's the "breakdown"?  Adequate specs, drawings, and instructions?  Adequate inspection?  Both?

Besides the necessary drawings and instructions, inspections should be needed along the way, not just at the end.

Are contractors bidding, hoping to cut corners?

Yes, all these things happen during these projects.  It's a shame these things do occur, then we have to put up with the "junk".

Anyway, just wondering about it all.
