[RFI] What Possibly Is This RFI??

For the past month, I am getting this gawd awful, RFI, periodically.  It lasts on average, maybe 30 seconds but sometimes won't quit, so I just turn the radio off.
It is NOT in my house, I have turned power off to the house (Much to my wife's displeasure as she has to reset everything!!) and the RFI is still present.

Any thoughts anyone?
