I disagree with this being the necessary outcome of "small government".

The neutering of the FCC is the result of the pernicious influence of 
massive

monopolies - demanding that they process more and more competing

applications for more and more spectrum, and to otherwise represent

their interests.

Less-engaged, and less-funded, consumers get drowned-out by well

funded lobbyists and the intervention of corporate-friendly politicians

(in both political parties).

FYI: The federal bureaucracy is massively bloated (far bigger than the

1980's) -  the problem is not that we have a "smaller government" (we

absolutely do not) - it's imbalanced priorities (again, both political

parties are guilty).

Follow the money.
