[RTTY] RTTY Tutorial

Good idea to get a summary list of do's and don't's all together for the
newcomers.

One way to get the info. to the new folks as to where the URL is located is
through amateur radio (what a novel approach!).  Send a message as you can
get the new RTTY person's address off of any of the call search engines.
You can even start it out by RTTY via the Midwest RTTY Net that meets every
evening at 2030 EDST on or about 7070 KHz. 

Just an idea.
