[RTTY] spam and html

maybe the reflector should just refuse the spamming html emails instead of
stripping them.

I can't believe people still send emails to the various ham reflectors using
html.
I thought ALL, even the free ones, email clients have a setting in the
address books to force plain text only for each address.
