[RTTY] Converting CTY.DAT

In our attempts to adapt WF1B to the forthcoming WAEDC
contest I was the first at this side trying to convert CTY.DAT taken
from K1EA or DARC WAEDC sites. 
All my attempts were useless resulting in Error 216 or TOO MANY
PREFIXES.

Then Nasko - LZ3YY followed me just to "discover" that
COUNTRY.EXE works with NO MORE than 340 prefixes.
What he has done is to cut some (or many) of the prefixes contained
in CTY.DAT that are not expected to appear in the contest. 
For example Benin. 

His fears are there are too many prefixes cut but we could not invent
a better way.
