[RTTY] NAQP Certificate - Thanks to K7WM, K4WW

A certificate for NAQP RTTY February 2003 was received for Massachusetts.
My thanks to NCJ, Wayne, K7WM, and Shelby, K4WW for their rapid hard work in
support of this new format and activity.   In addition, I appreciate the
sponsorship of awards by ICOM America, Ray Novak.  The continued support by
Icom is a great help in stimulating contest participation and competition.
