[RTTY] Delaware

There are 2 big-gun contest stations in Delaware - Jon, AA1K and 
Dallas, W3PP. W3PP does M/M in the CW/SSB tests. While I certainly 
can't speak for him, I wouldn't be surprised if Dallas was amenable to 
one or more guest ops in a RTTY contest...
