I don't think anyone has remotely suggested or implied that anyone
cheats. Your comment could be applied to any rule. You're very
right, there's no way to check (for the most part). But thats no
reason to believe that all, most, or even a large nr won't comply with  
the rules.  As with other things in life, there's always going to be a 
dishonest few.  But thats no eason to press on for a better life,
a better home, a better social environment or even a better contest.
