[RTTY] Cabrillo - NAQP

HI Tom. No mention of what version Cabrillo is required in the NAQP rules.
Anytime there is a "new" version, it is due to a contest changing its rules
and Cabrillo Log Checker having to be changed to match. No rules were
changed in the NAQP, so send your log in. Thanks for participation and 73 de
