Not so, Tom.  In the US on 20 meters, RTTY is legal only from 14.000 to
14.150.  

See Part 97, section 97.305.  The only HF bands where RTTY is legal on
any frequency are 160, 80 and 30 meters, with the following
understanding:  The FCC considers 80m and 75m to be different bands -
RTTY is legal on 80 but not on 75.
