[RTTY] From K5DJ - Cabrillo format for JARTS RTTY test..

I didn't know JARTS was going to use Cabrillo format until a week before the JARTS test.
Eddie G0AZT said he told me sometime ago. But I don't recall getting a notice of it. We 
well do out best to get Cabrillo added for JARTS test, before the end of log submission

This is excellent news.  For those not wanting to wait and owners of WT4I, I have
nearly completed the tutorial on using WT4I Cabrillo Converter to convert a text log
generated by WriteLog (or any other logging program) into a JARTS-specific
Cabrillo log.  I hope to have it posted on the web tomorrow evening.
