[RTTY] Dupes in Cabrillo file?

OK, but why do the rules still say:  "taking credit for excessive duplicate 
contacts" is grounds for disqualification ( 
http://www.cq-amateur-radio.com/RTTY%20Rules%202003.pdf )?

As far as I can tell, there is no definition for "excessive" on that page.
